The Methane Hydrate Research and Development Act of (Public Law ) included seven technical areas of focus: (1) identification, exploration, assessment, and development of methane hydrate as a source of energy; (2). Methane hydrates may play a significant role in global climate change.

The Methane Hydrate Advisory Committee (MHAC) was originally established by the Methane Hydrate Research and Development Act of to assist the Program with development of program priorities. The first MHAC interpreted its main role as a program advocate rather than a provider of scientific oversight (NRC, ). The Department of Energy's Methane Hydrate Research and Development Program has been tasked since to implement and coordinate a national methane hydrate research effort to stimulate the development of knowledge and technology necessary for commercial production of methane from methane hydrate in a safe and environmentally responsible way.

Natural gas has been considered as the best transition fuel into the future carbon constraint world. The ever-increasing demand for natural gas has prompted expanding research and development activities worldwide for exploring methane hydrates as a future energy by: 6. The Methane Hydrate Research and Development (R&D) Act of is passed and authorizes a five-year national program on gas hydrate, funded initially with $ million and funded in each successive year at amounts ranging from $ million to $10 million. A Methane Hydrate Advisory Committee (MHAC) is appointed to provide advice on this effort.

The Act also specifically calls for the Secretary to “promote education and training in methane hydrate resource research and resource development.” A very effective way to both ensure good science and also promote education and training is through the funding of competitive awards to universities and colleges to perform hydrate research.

Since the passage of the Methane Hydrate Research and Development Act ofthe DOE has led a coordinated national methane hydrate research and development (R&D) program in collaboration with six other federal agencies, universities, industry, and international R&D programs.

Methane that forms hydrate can be both biogenic, created by biological activity in sediments, and thermogenic, created by geological processes deeper within the earth.

Once assumed to be rare, gas hydrates are now thought to occur in vast volumes and to include ,–, trillion cubic feet of methane.

Methane Hydrate Research and Development Act of Summary: S. would authorize the Department of Energy (DOE) to begin a program of research and development in the use of methane hydrate as a source of energy, through grants, contracts, and cooperative agreements with universities and industrial enterprises.

Methane hydrate (MH) is a solid compound in which a large amount of methane gas molecules (CH 4) are caged within a crystalline structure of water, as illustrated in Fig.under low temperature and high pressure, forming a solid similar to ice [1].It looks like ice, but starts burning when an open flame is brought close to it; methane hydrate is often called “fiery ice.”.

Methane Hydrate Research and Development Act of As ordered reported by the Senate Committee on Energy and Natural Resources on J SUMMARY S. would authorize the Department of Energy (DOE) to begin a program of research and development in the use of methane hydrate as a source of energy, through grants.

Methane Hydrate Research and Development Act of - Directs the Secretary of Energy to commence a methane hydrate research and development program. Authorizes the Secretary to: (1) award program grants or contracts to, or enter into cooperative agreements with, universities and industrial enterprises; and (2) establish a panel to provide advice on applications of methane hydrate.

DOE's initial methane hydrate research ended as priorities shifted to more near-term exploration and production R&D. Work continued at relatively small scales at the USGS, universities, other laboratories, and overseas.
